Public Health Emergency Preparedness Program

The Public Health Emergency Preparedness Program is responsible for enhancing public health preparedness for and response to bioterrorism, other outbreaks of infectious diseases and other public health emergencies and threats with goals to prevent, detect, report, investigate, control, recover and improve.


  • Federally-funded program since 2000.
  • Responsible for coordinating and developing health surveillance and notification systems; specifically Guam’s Communicable Disease Reporting System.
  • Responsible for developing laboratory response capabilities.
  • Responsible for exercising and evaluating public health emergency response levels.
  • Responsible for providing education, training and guidance on emergency health preparedness topics to general public and emergency response agencies.
